If it's these ones, I have them too on the same side. Mine's a LHD, so I would think they can't be related to anything which is different LHD/RHD like foglights.
Wait a minute are there two more similar holes over the wheel arch in the picture?
Those are the mounting holes for the night-dimming relay that was fitted to Mk1 & early Mk2 Stags. This was deleted for the 1976/7 cars.
As for the other two holes, the only mention I can find that may be relevant is on page 48 of James Taylor's book: "On very early cars - probably the first 500 or so - the tool kit was also secured to the boot floor by a leather strap and a buckle. This was held in place by a metal strap with two bolts."
I am guessing that this is where the two bolts were secured, and that the strap was deleted on grounds of cost. The bolt holes remained during production as it possibly cost more to alter tooling than it did to include them.
