    DVLA and engine changes

    Hi All

Have any of you read the article on page 24 of the December issue of Practical Classics?

It says that the DVLA is refusing to issue amended V5C forms with replacement engine serial no.'s unless the owner can provide the history of the replacement engine i.e what vehicle it came from. Something to do with trying to stop the trade in stolen parts.

So if you have a spare engine sitting in your garage which you bought from an auto jumble or such like then you could have difficulties if you ever chose to fit it into a car.

    Anybody comes across this?

    Bruce

They should worry more about commission plates, there's a revenue implication there.

Am I thick but what is the issue around engine numbers? I appreciate telling them if you change but there's no benefit in respect of tax reduction so what's the beef?

Obvious really Tim, they're searching for something to worry about, without knowing what they're doing, another half arsed attempt at dealing with a problem that doesn't really exist, stolen engines ? but if you look at it, they're asking the wrong questions. God bless VOSA and DVLA, thrashing about in the dark. :P Martin.

Not reached that page yet, still reading Triumph World............

Will make life interesting for the person taking 4 engine blocks off my hands next weekend :?

Can you check your PMs, Bruce? I sent you one on Friday about the trim.

I'm going to check my engine number against my current V5.

I assume that if they are different I then have an unsaleable car?

Who knows what previous owners have done in 37 years.

Still, mt local MP is Michael Gove ....remember him and classic cars, especially his "promises" on rolling exemption.

How easy would it be to restamp the serial number on an engine?

Pretty much what I was thinking when I read the article - slight problem if you are doing a swap to another type of engine though...... TV8 engine number on an RV8 might raise a few eyebrows....

How long, do you suppose, before the DVLA demand an "originality inspection" just so they can remove historic taxation status, in the manner of some of the Europeans?

...but DVLA should be able to tell from their database which car had the engine previously....

I wouldn't have thought that their database would hold many details of what may have been carried out in the 50s and 60s when the records were paper based.

Besides, we all know tht their record for accuracy is pretty lamentable even on modern vehicles.........

If this turns out to be true, then all classic car, veteran and vintage car clubs and all their members need to start lobbying their MP's, Ministers and anybody else that will listen. The only way, long term, classic and vintage cars can remain on the roads is if the stock of major used parts that are found in barns, house clearances etc are available to repair them when they suffer a major issue.

I don't think we should worry just yet as its really just a rumour at present, but if it turns out to be true the clubs had better get their acts together sharpish!

Firstly I don't think government departments really give a toss about classic cars, and see us as a nuisance so I don't think they would oppose any legislation.

Secondly, as a cynical old sod, every "rumour" that was floated by the last government (and this is not something that was tabled in the last 6 months for sure so was the work of the last mob) giving them more information and/or control became fact with almost no opposition - so be prepared for it to written into statute in the next year (time to buy up those engine number stamps before they go up in price)

I can't help thinking that we will start to move to the same status on classic cars as Germany, where to remainon the roadthe car must be as per original spec to pass the yearly MOT test, so no Buick engines or BMW rear ends etc, good job i saved the original seats when i put the XJS seats in.
