How do you do this? Iv worked on a few cars before but this is the first time with a classic car and the first time iv came accross serious rust, I know some parts will need replacing, however some panels have surface rust i.e front or the wings, sills (under chrome kick plate) and odd dots here and there, how would i remove and stop them returning?

For treating surface rust, clean off all traces of oil/wax and the loose rust. Treat with a rust eater, then zinc rich primer (Bilt Hamberproducts are probably your best bet for these) then paint and wax as required.
If the rust has gone through the only way is to cut outALL the suspect areaand replace it with new metal, otherwise it will bubble in no time.

ok, so can you only buy the bilt hamber products from there website or will anywhere local sell them? would etchweld primer be the best?
