No. It means they just don't supply them. The vacuum advance is still needed and you should be able to re-use the pin/screw.. You may find it has worn where the diaphragm operating arm has cut in to it. If you can't obtain a new one, then you might get away with installing the old pin in a different rotational position, and securing it with a drop of Loktite.

Most of them do have a deep cut which unfortunately allows the ignition advance to jitter around. Repositioning may work but there are new baseplates available which come with a new screw.
