The problem with painting over old paint is that, unless you know what is underneath (damp, rust, filler, etc) your investment in a repaint may be wasted if it breaks out later. At least if you bare metal it, the painter can make sure the base is sound before paint is applied. If you have had the car for years, and the paint is still sound then the risk is much lower.

I've just used 1k primer (£15 per litre) mixed with cellulose thinners and sprayed over old cellulose that is sound and very pleased with results. A while before I spray with cellulose top coat though.
£47 per litre for 1k plus cost of clear top coat compared to £10 for cellulose is a no brainer for me and my supplier has loads.I only do what the voices in my wife’s head tell me to do!

BUT, is the paint/primer thinner to start with? A bit like Dulux emulsion and a cheaper brand.
50/50 mix with 1 litre of celly provides 2 litres of sprayable paint compared to 1 litre acrylic giving 1.25 litres sprayable paint and it's dearer.I only do what the voices in my wife’s head tell me to do!
