Jer, why don't you just whip the pump out and connect it up direct to the battery. If it works it is your wiring, if it doesn't it's the pump. Job done.
Jer.Have you measured the voltage with a headlamp bulb connected in place of the fuel pump? You may find the voltage at the pump is lower than you think.John.

If the old pump worked but was just sticking I would put the old one back in after taking off the end cap and giving the points a little clean and some wd40 sprayed on. The SU is very reliable, mine is as old as the car at 38 and still going well enough to supply a Holley carb. When it did start sticking I just cleaned it, they need maintenance like anything else.
Regards the replacement, it clearly isn't working or fit for the job, if it needs more than 12v then it isn't suitable. Send it back and get a refund.
