Detailed Reason: Prohibited (Banned) items
Additional Information: Seller is offering registration papers without a vehicle"

The way I see it, the seller is not breaking any law.

It would be what the buyer does with it that asks the question.

when this happened the last time i mailed the DVLA, i did post the answer on the forum, dont know if you remember it, you can mail them all the details and they will "note it", i think what they really mean is when someone try's to use it thats when they can act, it's not against the law to sell it, but it is breaking the law if you use it for another vehicle, IE ringing and it's a criminal offence

Have reported it but more of us need to do the same thing. I would suggest everybody takes the few minutes and goes to do it. Strength in numbers and all that

Yep - i'v posted before , that is also my understanding of this situation ...... so whether it it is morally right or not, i think the listing is legal (not certain about ebay rules though)

well right or wrong, i have mailed the DVLA, i will await the response, at least they know about it, hopefully they will do something about it when the buyer tries to tax a car
