Steering column clamp bolt

I'm replacing my lighting/indicator comination switch. I have got all the shrouds off of the column but cannot remove the clamp bolt p/n 155646.
It comes out about 1/4 inch and then goes solid. Anybody got any ideas. Have I missed something?

Just seen a previous thread with the answer. My old instructor always used to say "RTFQF" (Read The F***ing Question First)
