Apart from Peters comments, You do have something missing. Its a diddy little peg that normally sits where you have circular crater in your piccies. It's right beside where the key protrudes through on the inside and turns with the key barrel. In your last piccy, it's at the 9 0'clock position on the key barrel. When the key is turned to lock the cap, it interferes with the wire that runs across the inside of the filler opening and stops the latch being pressed. It's a very flimsy arrangement at best and I fear it may have landed in the bottom of your tank.

I guess locking the petrol cap on a Stag is simply a very tricky job. With my Stag I hardly ever manage to lock it straight away.
