If it's not a joke I don't think they would be legal anyway? I believe wheels wider than a car's body are not permitted and these things would certainly stick out (in more ways than one!!)

It's not illegal to have wheels wider than the body, look at the Porsche 911, BUT they must not allow water (rain) to be thrown up in the air and must have a mudguard of a sort fitted. Whereas in USA the old type hot rods didn't, so probably legal there?
