there is nothing wrong with this as long as the numbers on the car and the paperwork all match. The amount of work or cost required to restore the car is irrelevant. The only time this becomes an issue is if the buyer then decides the car is not worth restoring after all, scraps the metal work and then tries to sell on the paperwork. Until the car is scrapped it can be bought and sold as a project. It becomes the responsibility of whoever scraps the car to notify DVLA and return the paper work to them as required by regulations.
It is nothing to do with being in the club Alan. If I had thought it was a "scam" with a paperwork only sale I would have been making loud noises at the club administration. I actually believe they would have done something about it too.
