The governor sounds like it's sticking - this can be done withn the 'box still in the car.... whip off the propshaft and output flange, remove the speedo drive gear and then the tailcase.
The governor is on the output shaft - remove the large bolt which is the counterbalance weight, slide the governor off then strip and clean - make sure you re-assemble with clean trans fluid.
Re-assembly is reverse of strip....
If it's not that then you may have a problem with the 1-2 shift valve sticking which is in the valve block - not really a DIY job unless you've stripped a few....
