do you need any special tools, to fit new seals to a steering rack, and what is it like to fit ( hard , easy, or do not try )

Hi Dave, I assume you mean the white Teflon seals in the spool valve assembly? I've done this with good success. The trick is to get the seals as hot as you can with hot water before you try and fit them because they're quite stiff and hard to get on.
