Just under 22 amps, probably no different to when people have just wired all 4 head lamps together, although as you say not recommended without a new circuit.

2 bulbs at 130 watts each. on a 12 volt system these will pull just over 11 amps each! With big wire they would be ok on their own but they would also need to use a 25 amp rated switch.
The dip beam set up on a normal vehicle would definitely not handle the +20 amps for these bulbs plus the current drawn by the other bulbs that would be on at the same time so even with a relay they would be need to be wired carefully!

I have used bulbs of this size before but only after careful wiring the relay to just switch the big bulbs. It can be done to use the big bulbs in the main beam of a four headlamp system but the relay gets switched on by the main beam switch rather than the bulb directly. The big bulbs are then fed through the relay from their own wire from the battery and suitably fused. The bubs never lasted very long anyway as they were killed by vibration (I assume but have no proof)
I dont believe that they are actually illegal in the UK (on older vehicles at east) just not appreciated by other road users!
