What is a "Delay relay"?

On the bottom L/H corner of page 86.00.02in the Leyland manual, on the diagram of the component mounting board, the top left relay has 4 wires, my unit says on it, delay relay, Iam presuming this is the hazard unit?

Thing is, on my wiring diagram on page 86.00.05 R/h steering Heater from LD20001, I can see no mention of a Hazard unit or delay unit, or the wires mentioned in the above paragraph?
