Any idea what these are? Not Stag related

Hi everyone
A friend of mine moved to a new house and in the garage found the hardware in the photo attached. I've no idea what they are but thought the extensive engineering knowledge of SOC members might produce an answer. I'd be very grateful for any ideas.

Two big hefty bearings there, so it must whizz round and round. have you a close up of what is attached to the back plate?
