I believe you're correct with the FI fuel return. Could be a result of Triumph wanting to keep stock inventories down, though the original concept was to put PI on the Stag, but lack of reliability (or possibly emissions) influenced the move to twin Stoms.

I know some folk have built a fuel return on carbs to reduce fuel vaporisation issues/ hot start problems.
White 1976 build ("Mk2") only a few mods

One question someone may know the answer to.
My car is very late and, like the photos in the PDF, has an additional, blanked off, pipe stub next to the level sender. I was told but not with any certainty, this was because the tank was shared with the fuel injected 2.5 estate. Is this correct? If so what purpose was it used for in that setup, return feed?
      Just curious. - Alan
On the federal Mk2 Stag its repurposed as a vent to the charcoal cannister.
