Cold starting problems again

I thought I had sorted my cold starting problems when I found the front choke cable was adjusting itself . Fixed it and reset the fast idle but have not got it as high as they recommend . Mine does about 1000 to 1050 RPM they say 1100 to 1300 is this why the engine will not pick up even if I use the accelerator to raise the revs it will not pick up just splutters and stops sometimes or stalls when driving it out the garage unless i keep the revs very high . It usually starts first time on a long turnover then stops and I have to keep the starter tuning the engine for a couple of seconds after he fires once warmed up he drives like a dream. I did notice yesterday the choke light came on and the choke had pushed its self out enough to operate the light so pushed it in and locked it by turning it. The choke comes out the dash about 25mm - 30mm on full choke
