My god, when a stag air locks it air locks! Spent the afternoon sorting it, and hey, it now runs at the correct temp.

A thermostat with no bleed hole in it will make it almost impossible to get any coolant in the system at all. That item can be relatively easily checked. The other cause can't! When I had the inlet manifold off someone's car recently to do the head gaskets, I noticed that the two small water passages at the front of the manifold that align with the small holes in the side of the head above the front inlet ports, were blocked solid with crud, which I had to drill out. With them blocked, it would be virtually impossible for the heads to properly fill with coolant, as that is the highest point on both of them. If there are no air blockages anywhere, a Stag engine should fill almost as quickly as you can get the coolant in there, and only the heater needs to be done separately.
