Not really sure why you all think it such a monumental problem. It has been going on for years, just not so open as on fleybay.......... Have you ever watched the TV programs where they 're-build' a Spitfire or such, from a pile of smashed up metal into a 'new' flying example using an old serial number.

The plane is probably legal, because a new plane [with recon engine but totally new airframe] is going to be a lot safer than a corroded old airframe which has been repaired.
With cars in the UK, they are trying to help control the illegal car trade.

If I were looking at a potential case for the CPS, where a perfectly legitimate car had been given a new identity from another equally legitimate but scrap car in order to obtain the benefit of Historical Car Tax (zero cost), I'd be thinking one thing:
Fraud.
If too much of that goes on,we might lose a benefit many of us share and value, so it might be in everyone's interest to help stamp it out.
Just my £225 worth.....
