The in/out adjustment does nothing to help. If you look at the base of the column inside the car (under the carpet) you'll see a small bolt holding the column tube to the bulkhead. Remove that, and the three bolts holding the column to the dashboard, and the whole column can be withdrawn into the car. I find this is necessary so that the intermediate shaft can be attached to the rack (it only fits the rack in one position), then the column can be fitted to the intermediate shaft with everything orientated in a central position.
