Headlight panel question

My car failed its MOT for insecure headlamps today.

After pulling the grill etc off, it seems that someone has cut off all the lower lugs for the headlight trim rings.

But there would be nowhere for them to goif they weren't cut off.

So my question is, should the panel below the headlight have 4 recesses in to accomadate these. It feels like it if i put my hand under the panel, but it appears to be full of filler!

Aside from needing new trim rings and mounting rings im guessing i need to remove the filler.

Ive searched in vain for a close up this area on an unmolested car.

Any pointers or pics much appreciated!

Any help? Each light aperture has a recess beneath it with a drain hole.

Just what i needed to know. They HAVE been filled then. Best i break out some air tools and dig it all out! What goes through someones mind to do that. Its not even rusted through or anything!!!!

And find some mounting rings etc, though these seem to be hard to find?

Here's a pic showing how absolutely needed that recess is for the tag. I had to also file back some tabs a slight bit to stop the lower one threatening to chafe on the bodywork.
