looks like a mk1 expansion bottle unsealed , no pressure cap, & a mk2 filler

If the end of that pipe goes right to the bottom of the expansion bottle, it might work.

But how it doesn't boil is beyond me. Maybe the 'stat has been taken out?

Is it possible it has a early mark one cooling system, with a mark two radiator modified and a filler neck fitted at the other side of the radiator, the photo does not show the whole radiator?
