I now suspect that this was done when the car was exported to Belgium to comply with some EU or local regulation, but I do like Neil's suggestion of a non-removable VIN to prevent ringing.

I think you are correct on this. Often VOSA will ask for a VIN to be stamped in the case of an unidentifiable or kit build vehicle before passing it for registration by DVLA. They did that with my Series 1 80" Land Rover many, many moons ago. I how i wish I still had it!

There has been coverage in the media of classic vehicle thefts recently. Whether this is caused by an increase in numbers being stolen or by other factors, such as the publication of a report on vehicle theft by the Home Office in January of this year, I do not know. But we should all beware that older cars are increasingly valuable and are usually the easiest to steal too. Plus there is a demand for secondhand spare parts.
