I have no idea what puncture safe is, but I assume it is some sort of jollop that is squirted into the tyre in the hope it will stop it going down, most of the farm vehicles have some in at least one tyre, and provided the puncture is in the tread area it works pretty well.
However it is utterly useless elsewhere on the tyre.
That corrosion on the rims is typical of what happens to old Stag alloys, and to a lot of more modern ones too, once the corrosion gets under the paint the only option is to totally clean them off and repaint them. Just removing the paint and leaving bare alloy will see them going down again after a year or so as the alloy goes powdery again.
A couple of coats of black Smoothrite lasts several years in my experience.

Alloys shown still look great on the outside they where fully refurbished and diamond cut. I am alarmed at the amount of corrosion on the inside of the wheel.
I was lead to beleive that it would protect the wheel and tyre well that's the salesman for you.
