Not necessarily, if the core plugs have corroded through from inside (lots do) they will lose water and worse leak off the cooling system pressure which lowers the boiling point of the water and the car overheats. Change them in situ and see what happens then, with luck the head gaskets are ok.

Ok Micky thanks for that i will try that, forgot to mention there was some oil present around core plug.
The oil could be anything, unless you can identify where it's from (water pump ?) you'll get abetter idea when the manifolds off (maybe is now). One step at a time repair the core plugs and then gauge it.
