Just got my heritage cert and although my car was first registered in April 76 it was actually built on the 15th of January 76 so I'm 15 days off the car already being tax exempt. That's a blow because when I bought the car 20 odd years ago it was 3 years off being tax exempt then and due to a change in government etc it never happened. I've now got 5 months to wait presumably before my car becomes tax exempt, I wonder if it will happen this time?

Sorry, but, as I understand, it'll be a little bit longer. The zero rate starts on 1 April in the year following its 40th birtday. I get confused with this everytime I read up on it.
My Stag registration date is 04.03.77, so will be 40 years old in 2017. Would the build date be have to be before 31.12.76 to get the Historic tax from April 2017?
If this is the case, do I need to get a Heritage Certificate to prove? Or do you have to get a Heritage certificate what ever the case?

My understanding is that you do need a Heritage Cert to prove to DVLA's satisfaction (but best to use a copy if you're posting it as they do sometimes lose docs). The build date would, as you surmise, need to be on or before 31/12/76. I'd think you'd stand a good chance - mine was built 10 Sept 76, but only first registered in July 77. Commission No is LD42830

My Comission number is LD43244, so number is later than yours but registered March 1977. So might be a close call. I think I am going to have to get a Heritage Certificate.

Wow, that's great. So with my Commission number of LD43244 I can get historical vehicle tax exemption in April 2017. As Stagman66 says, I need to send my V5 to Swansea in January 2017. I suppose I ought to go ahead and order a Heritage Certificate then and send a copy in as well. Hi Dave, Long time since I've seen you about. Mine was reg'd June 75 and was tax free from April this year so yours should be from April 2017 as the year of manufacture runs Jan-Dec whereas exemption runs from April. No need for Heritage certs unless it was built the year before registration.
Just fill in your V5C with taxation class change and take it into the post office 1st April next year. (I took insurance and MOT in as well but it's all on their computer). They 'taxed' it (FOC) on the spot and sent the V5C off to Swansea for me. Mine was SORN at the time but I assume they will automatically refund the remaining 'tax' if there are any full months to run.
