About 15 years ago I remember some MOT garages did what they used to call, "Pre-MOT tests", where basically they do an unofficial MOT test and don't record it. Do garages still do these ?

It was likely some Government bean-counter who read a study that if they saved the motorists £45 a year they would get more votes. It doesn't represent any of the motoring organisations that I have read about.

Me, I'm up for compulsory vehicle tests every year or every 50,000 miles whichever comes sooner. It'll be better for us Stag owners to have "the authorities" sleep soundly that they have covered all the bases (if an American expression is allowed). I personally would pay £250 annually to have a vehicle test if it was necessary to allow me to do my 10,000 annual miles in my Stag.

The MOT has been scrapped for pre 1960 classics for a bit now.
Has anyone one heard of large insurance premium hikes or many more accidents involving these vehicles?

Technically all the MOT does is check a car at a particular moment in time. If I recall, (I haven't a certificate to hand) it states that it is no guarantee.
It is no substitute for genuine regular maintenance either by garage or owner.
