Top strut mounts

After reading this month's Kingpin article I decided to check my top strut mounts. Kingpin suggests the nuts should be1 inch down from the top. The nuts on mine are only just below the top.

Kingpin says that symptoms would be creaks and groans from the steering which mine doesn't do, but would it explain the steering problems I've been experiencing (see separate post) of intermittent stiff and notchy steering?

Should I replace the top strut mounts before I replace the rack?

I did the check on mine after reading the same article - like yours, mine are just below, but nothing like 1 inch. However, I don't experience any creaks or groans of any kind. I had the struts out not too long ago to change the shock absorber gaiters and didn't notice any issues with the strut mounts.
