Are you sure you have no power to the washer motor,if so check the push switch on the wiper switch,do you have a voltage meter to check things,or use a bulb with two wires, put it across the motor then press the wiper push switch if the light lights up you have power going to the motor
Assuming that you've got the ignition on, someone is operating the washer switch, you've got your voltmeter set to DC Volts and are measuring across the Light Green/ Black, (positive) and Black (negative/ earth) wires at the pump, you should see around 12V for a healthy circuit.
If you get the 0.11V, then measure with your voltmeter (under all the above conditions) between the Light Green/ Black and the battery negative (-ve). If you see ~12V, this indicates that your problem is in the black wire and its connections. Check, clean up and tighten up.
Otherwise - do your wipers, Temp & Fuel gauges work (with ignition on)? If not then, with Ignition off, check the 15A fuse "Screen Wiper Motor" and the fuse clips for a firm clean connection. Clean up/ replace fuse as necessary
If not the fuse, the problem would appear to be in the column switch, the Light Green/ Black wiring or connector (by the steering column). Disconnect the battery before investigating.
Or, as Wilf suggested, take it to an experienced auto electrician or classics garage..
it is new that's why I was trying to see if its faulty also wanted to learn a bit about millimetres just the basics sometimes helps. not rely overly concerned that I don't have water at the washers but will check wiring
