The two pipes should join together with a T piece like you said and then connect to a stub on the back of the air box housing. They are a breather for the stromberg float chambers.

The two that go to the back of the air filter box are part of the carb. breather system. The two hoses that go to the other Tee piece are the carburettor overflow pipes. The third pipe from that should be a black nylon one that runs down the front of the timing chain cover. It should have a securing clamp about half way down, and end at about level with the top of the sump. Yes, it just allows the petrol to spill on to the ground, which is better than on to the top of the block under the inlet manifold!

Don't get the pipes mixed up. I’ve seen examples where the overflow pipes have been connected to the air intake! These images may help, but maybe best to seek out another local Stag and compare with what that is like.
