Get onto Yell and search, there are a whole load around the wycombe area but not a lot of cop for you. Guide price for a blast, polish and powercoat in IRO £100 / rim + VAT from my local chappy. That was a while ago though

I had five powder coated and diamond cut for £460.00 inc VAT which included fitting new tyres, balancing and £20 to dispose of old tyres. They recommended not to lacquer as it eventually splits and leaks causing corrosion.. That was in Scotland. Can't help with Brighton.

I paid £447 in Cambridegshire and had the same recommendation not to lacquer
