I have fuel flowing from breather pipe - the one the goes into the air filter box. I assume its a stuck needle valve in the float chamber? But why would fuel flow out of this breather and not the overflow pipe?? Does anyone have a diagram that shows the internal ports in the carb body that would explain this ?

+1 on the stuck float valve or over pressure.
The breather pipes that go to the air filter from the elbows should only be open when NOT at idle, the other breather pipes that come out sideways are only open when at idle. This is controlled by the vent valves which often jam up with crud.
The internals are shown here on the buckeye site page 6
