I have rear rail sitting on the ground and it should sit relatively flat. Can I grab the end and try and bent it back? I'm assuming I will have to bend it beyond flat to overcome the springiness in it.

Stand on one end, then twist the other end until it is straight. If it is a bit sloppy the spot welds have started to fail. Use a mig welder to repair them.
