You can apply with the DVLA stop paying vehicle tax if your vehicle was built more than 40 years ago. This date moves forward on a 40-year rolling system. For example, when the ULEZ launched in April 2019, vehicles built before 1979 were eligible to apply for historic vehicle tax class.
All vehicles that have a historic vehicle tax class are exempt from the ULEZ. This tax class excludes any vehicle used commercially (for example, coffee vans or street food vans).
In line with the existing LEZ discount all vehicles constructed before 1 January 1973 are exempt from the ULEZ, regardless of commercial use or otherwise.
If your vehicle meets the above criteria but is registered outside the UK, it is also exempt, but you will need to register it with us before travelling in the zone."

If registered as Historic, then it is exempt. This seems to be the case if visiting European countries too.
Any further news on how you get exemption for the EU LEZs (France in particular). I will be doing my normal trip in mid August and Rouen now has a LEZ zone that affects the A28 motorway running through the centre.
It's a little bit confusing because ANY vehicle constructed before 1st Jan 1973 is exempt, Historic tax class or not. Vehicles with Historic tax class are exempt PROVIDED they are not used for commercial purposes, so a subtle difference. So a Historic vehicle constructed after 1st Jan 1973 used as a wedding car would NOT be exempt, if constructed before then it would be.

As lots of German towns now have restricted access, the rule for foreign classic cars is to have a FIVA certificate and a copy of the vehicle log book (V5?) laid out visible in the car. The car itself must be older than 30 years and in good condition.
I emailed TfL with a pdf of the V5C as per their procedure to get written confirmation of my car's exemption from the ULEZ.
Interested to find out how to do it (if it is possible) for French Crit'air zones. Not sure we can get an exemption - RAC says this:
"Not all vehicles are eligible for the vignettes. Cars registered before January 1997 and motorbikes and scooters registered before June 2000 are ineligible, and cannot be driven at all where restrictions apply. "

I guess that many of us will have already bought a Heritage Certificate for proof of our vehicle build date and other details. I’m not sure if that holds any sway when just travelling or holidaying, along with the V5, or if you need to shell out £160+ for the FIVA document. I could understand the requirement to hold a FIVA jobbie if someone was entering a competitive or other event, where vehicle standards needed to be established.
€80 fine in Germany for being in an emissions zone without the documents. Your choice. As far as I'm concerned I'm happy for anyone to contribute to the costs of policing here.
Patrick Rollet the former president of FIVA and who lives in France, tells me exemption to most ULEZs in France applies to cars over 30 years old. When he says most, I think he’s covering the exemption which there’s bound to be.
Generally both my Stag and Alvis are appreciated wherever driven in France. I’m testing Switzerland the week after next.

Watched a programme yesterday - Michael Portillo Great Rail Journeys. He was talking to some zealot in London about ULEZ. Apparently there are three daily peaks in air pollution - morning commute, evening commute, and when all the fish and chip shops get going. Apparently the fumes from the fryers register as pollution! We really are doomed

Getting your FIVA certificat is jobs for the boys IMO. I can’t find a typical cost for “inspection” of who does it where and when etc. And it only last 10 years before you reapply again! EU countries are supposed to recognise our V5 documents, so if that states the vehicle is historic, that should be good enough - especially as the UK requirement is more than 40 years old compared with 30 years years across France and Germany (and probably all other EU countries). Any lawyers among our membership?

and the disaster occurs when regional cities introduce motorist taxation ... oops sorry ULEZ .... despite already have air cleaner *than the standards. This drives motorists of the more polluting vehicles into the residential suburbs to avoid the daily ulez charge..,. Air quality and congestion increases massively and the clowncil fails on the revenue generation.
