Hood woes: advice please

How do I repair damage to a mohair hood? Was perfect but must have got caught in the mechanism when I folded it yesterday. I'm very p......... off! See photo.
Also what are these bits of wire behind the 'B' post and where should they be? (Photo again).

Ironically the wire and elastic strap are supposed to keep the hood cover away from the mechanism!
