Believe it or not, that's how the right hand drive AMC Pacer was converted, except that they used a chain behind the dash, very strange.

Look again at the photo, see the cross-shaft across the transmission tunnel in front of the gear selector, with "a suitable system of levers and linkages" just visible at far left to presumably operate the pedals.
As to "Why?", well it sure beats me. Belt instead of chain is mind-boggling!Don't think I'd even want to follow it, let alone drive it!
