Front Seat reclining lever position query folks??

Hi all.
Front seats stripped, powder coated and now rebuilt ..... but! On final assy the reclining lever on the passenger seat is basically parallel to the seat base. however, on the drivers seat it faces down maybe 10 - 15 degrees. Is this normal please? I haven't knowingly altered the position of the locating square lug reclining assy it just returns to this position. No problem in seat operation just curious now TBH.
Any thoughts/knowledge appreciated.

That shaft with the square lug is held in place by some rather rough welding. Maybe it's cracked or been tacked up badly in the past?
