Assuming these are lamp units with separate H4 lamps then If the "fogging" is like a white deposit on the inside of the glass, then this will just wipe off. Remove the unit and the H4/H1lamp then carefully lever off the metal lamp support ring (see pic) and use a piece of clean soft cloth poked through the hole, use a piece of wooden dowel (use the handle of a wooden spoon) or use a screwdriver to move the cloth around and wipe the white foggy deposit off of the inside of the glass. I have had this on several of my older cars when they have been laid up for a while and the lights not used.
