I think your issue is how the rate falls - engine revs may not be the right way as there is too much variation depending on what you are doing - the best solution is directly related to road speed, easyish with an electrical component - either full EPAS or electric PAS pump

Only partially flippant, but fitting huge fat tyres might weight things up a bit! I went from 175 to 195 and it has improved the steering feel.
