    Someone has ignored that area for a long time and it does look like the fiberglass cover you mention has hidden the problem. Fortunately I only had some surface rust there but it is an area that water from a leak does tend to pool and warrants regular inspection. But mostly of what I have seen its the seat frame metal base rods that cop most of the rust.
    Those kind of repairs are expensive here as well Terry. Probably more so than the US with our hourly wage/salary rates being one of the highest in the world.
    Bit of a worry that this panel is not available..Great that you have located one.

      OK

      So after 8 months or more, I finally got hold of the seat pan in the UK from Tony. Its in great rust free condition but I had shipping problems with the size as supplied because the pan had the cross members still attached so had to await my next UK visit and drive down to my brothers where it was sitting. I visited a B&Q for an angle grinder and annoyed the neighbors as I cut off as much as I could to get it ready for shipping. I was able to get it down so that shipping was around 85 quid to USA (BTW Transglobalexpress.com has some great shipping rates, both directions) In the end I simply cut the old pan out with a sawzall leaving the original metal still attached to the crossmembers to retain the strength and just plug welded the new one onto the top over the crossmember flanges. From the bottom you would not know, from the top just the rear seam is obvious, but it looks OK especially once I seam seal it up.

      Now I can get going on this Car!
